Kursusindhold
This course focuses on the economic forces behind rural and regional development in the industrialized world. With equal emphasis on theoretical foundations and empirical applications, we will analyze contemporary rural and regional economic problems including their social and environmental implications. This analytical basis will then be used to understand, compare, and critically assess alternative rural and regional policies. The course also gives an overview of rural and regional development policies in Denmark and Europe. The spatial and geographical aspects of economic development and analysis will be emphasized.

The theoretical issues addressed in the course include:
-Regional income and employment determinants
-Neoclassical and endogenous growth models in a regional perspective
-Location theory and New Economic Geography
-Inter-region migration and labour mobility
-Regional competitiveness
-Regional and Rural policy instruments

The methods and tools for empirical regional analysis presented in the course include:
-Rural development/growth indicators
-Regionalised input-output -models/general equilibrium models, including social accounting matrixes
-Spatial analysis, e.g. shift-share analysis, cluster analyses and spatial econometrics
-Econometric methods of programme and policy evaluation in regional and rural development policy, e.g. quasi-experiments and matching methods.

Case studies include:
-Regional and rural development trends in Denmark and internationally
-Analyses of the instruments applied in regional and rural policy policies in Europe
-Evaluations of policies, e.g. EU structural funds and the rural development programmes within the EU.
 
Undervisningsform
Teaching is in the form of lectures, colloquia, and theoretical as well as practical exercises. Lectures introduce the essential elements of the curriculum. These central topics will further be addressed in colloquia where students will read, present and discuss various scientific articles. In the theoretical and practical exercises the participants can further develop their understanding of the subject.
 
Målbeskrivelse
The overall objective of this course is to give a thorough presentation of the theoretical foundations of regional economics and rural development policy in industrialized countries, as well as the methods applied in modelling of regional economies and in the evaluation of regional and rural development policies. Regional and rural developments issues are high on the national and regional policy agenda. This course aims at meeting the increasing demand for economic expertise in the formulation of rural and regional policy programmes as well as the assessment of the performance of such programmes.


Having successfully completed the course, it is expected that the student will be able to:
Knowledge:
- Describe the main lines in the historical development of rural and regional policies in the industrialized world
- Describe growth theories relevant to regional economics
- Describe the main ideas of the classical as well as more recent location theories
- Identify regional income and population growth determinants
- Identify and explain spatial and geographical aspects of regional economics and rural development
- Describe different rural and regional policy instruments
- Describe the main evaluation methods of regional and rural policies


Skills:
- Compare different economic theories of rural and regional development
- Explain results from applications of regionalized input-output/general equilibrium models
- Apply statistical and econometric methods for the analysis of regional data
- Apply econometric evaluation methods for regional and rural development policies

Competences:
- Apply appropriate economic theories and methods for analysing a given rural or regional development problem
- Discuss a given rural and regional development policy based on a relevant economic theory
- Present and discuss an economic analysis of a regional or rural development problem in written and oral form
